Preheat oven to 400 degrees.
Cut up the chicken into drumettes.
Place chicken wings in a large bowl and sprinkle with baking powder, 1 teaspoon salt and black pepper. Toss until wings are covered.
Line a baking sheet with foil and place a baking rack on top. Spray with cooking spray.
Place wings on the baking rack about 1" apart from each other.
Bake wings for 40-50 minutes, turning them over half way through.
While wings are baking, add orange marmalade, rice wine vinegar, orange zest, orange juice, sesame oil, soy sauce, garlic, ginger and 1/2 teaspoon salt to a saucepan.
Whisk to combine and let simmer on medium-low heat for 15 minutes or until slightly thickened and reduced a bit. Stir frequently.
Put baked chicken wing into a large bowl and pour the sauce over them and toss to cover each one.
